How many dogs can you walk at once?

There's no single legal number. Where a city or council sets one, it's usually somewhere from 4 to 8 dogs per walker: San Francisco caps permitted walkers at 8 in city parks, Toronto's permit covers 4 to 6, and some London councils allow 4, or 6 with a licence. Below that cap, your limit is the number of dogs you can still stop, separate and pick up after at the same time. For most people starting out, that's 2 or 3 dogs they already know.

Rules are local, and they often apply only on park land. Here are real examples, so you know what to look for.

WhereMost dogs at onceWhen you need a permit
San Francisco (city park property)8From 4 dogs, walked for pay. $333 the first year, $1 million liability insurance
Golden Gate National Recreation Area6From 4 dogs, with a Commercial Use Authorization
Toronto (city parks)6Permit for 4 to 6 dogs, $305.99 a year, $2 million liability insurance
West Vancouver6Commercial walker permit, park use permit and $2 million liability insurance
Tower Hamlets, London4, or 6 with a licenceLicence for 5 or 6 dogs
North Devon, England6, max 3 off the leadVoluntary validation to have more than 3 off the lead

Tower Hamlets set its everyday limit at 4 because, in the council's words, evidence suggests that's the most the average adult can be expected to control. A permit to walk 8 doesn't mean 8 is safe for you, on your route, with these dogs.

What decides your number
  • Size and strength

Two large dogs that pull can be harder to hold than four calm small ones.

  • Leash manners

One puller or lunger takes most of your attention.

  • Who gets along

One bad pairing can turn a calm walk into a fight.

  • Your route

Narrow sidewalks, traffic and other dogs on the trail all lower it.

  • On or off lead

North Devon allows 6 dogs, but only 3 off the lead unless the walker is validated.

  • Your hands

Bags, a phone and gates. Can you still pick up after every dog?

What the 4th dog earns, and what it costs

Here's an example from the planner's sample file, with made-up dogs and walkers at $22 a dog. Each extra dog on a walk adds $22 of revenue to a walk you were doing anyway.

Example: one 4-dog group walk (Monday 9:30)
  1. 4 dogs × $22$88
  2. Walker pay$31
  3. Mileage$5

Profit for the walk$52

A 3-dog walk in the same file makes $66, and $33 after pay and mileage.

That Monday walk is also the one the planner flags, because two of its dogs aren't allowed to walk together. That's the trade-off: the extra dog is where most of the profit comes from, and where most of the risk comes from too.

Build a group one dog at a time

Adding a dog to a group
  1. Walk them solo first

Two or three solo walks show you leash manners, triggers and recall.

  2. Write down the details

Size, energy, walk type and anything that sets them off.

  3. Trial with one group dog

A short walk with the calmest dog in the group, on lead.

  4. Join the full group

Only if the trial went well, and with the owner's OK.

  5. Keep a "don't walk with" list

If two dogs clash once, they don't share a walk again.

Give each walker their own maximum too. A new helper might take 2 dogs while you take 4.

Dogs that walk alone

Some dogs shouldn't join a group at any size. Book them as solo walks and price them that way.

Keep these on solo walks
  • Dogs reactive to other dogs
  • New clients, until you've walked them alone
  • Dogs the owner asked to walk alone
  • Dogs on vet restrictions after surgery
  • Puppies not yet cleared by their vet
  • Any dog after a scuffle

Put it in writing for owners

Owners should know whether their dog walks alone or in a group, and the most dogs in that group. Tell them before the first group walk, not after.

Example message to an owner

Text or email to the client

"Hi Sam, from next Monday Biscuit will join my 9:30 group walk. It's never more than 4 dogs, and I've walked each of them on their own first. If you'd rather Biscuit kept walking solo, just say and I'll keep the solo slot."

After each group walk, a short report tells the owner how it went. Our free pet visit report cards include a dog walk design, with space for water, potty, mood and notes.

Before you grow your groups
  • Check the limit and permit rules where you walk
  • Ask your insurer if your policy caps the number of dogs
  • Agree solo or group walks with each owner
  • Set a maximum per walker, not just per business

Frequently asked questions

How many dogs can a dog walker walk at once in the UK?

There's no national limit. Councils set their own through dog control orders (PSPOs). Tower Hamlets in London allows anyone 4 dogs, and 5 or 6 with a professional dog walker licence.

North Devon caps it at 6, with no more than 3 off the lead unless the walker is validated. Check your own council's website.

Do I need a permit to walk 4 dogs?

In some places, yes. San Francisco requires a commercial dog walking permit to walk 4 or more dogs for pay on city park property, and Toronto issues permits for walking 4 to 6 dogs commercially. Many places have no such rule, so search your city or county name plus "commercial dog walker permit".

How many dogs should a new dog walker start with?

Start below any legal cap, with dogs you've already walked on their own. Two or three dogs you know is a sensible first group. Add one dog at a time, and only after a trial walk with the group.

Can I walk dogs from different households together?

Yes, if the owners agree. Say in your service agreement whether a walk is solo or group and the most dogs in a group, and get each owner's OK before their dog joins one.

Does my insurance limit how many dogs I can walk?

It might. North Devon Council notes that many professional walkers are already limited to 6 dogs for insurance reasons. Ask your insurer for the number in writing before you grow your groups.
